How do I turn off International calling entirely on my T-Mobile phone line?

I had the same issue, and needed to disable outgoing international calls. I called in and the representative (Mariana) was very helpful and able to take care of it successfully. She was also able to apply the block only on individual lines which was helpful. Also note that it applies to all outgoing international calls whether you're in the US or traveling abroad. So you'll want to remove the block when traveling abroad so that you can make calls (at $0.25/min). 

T-Mobile should be able to put an international calling block on the line.  However, if they are using something like WhatsApp to initiate the call over WiFi and then that call hands off to cellular.  It still might continue the call in a billable form.

I live in the US, I have a family member who keeps dialing out to a foreign country, I have asked tmobile 2 or 3 times to Block all out going internacional calls to foreign countries. Since, this is not possible, this week I will discontinue this cell line. Tmobile will now lose a permanent line over not being able to block outgoing calls to foreign countries. I love tmobile and I will pay my bill.

There are various call blocking apps available. I used to have one on my wife's phone after she forgot and returned a call to me in Japan costing $60, rather than using a cheap dial-thru like I instructed her. The one I used no longer seems to be on the Play Store.

That link only applies for international travel roaming. My situation is different. I am in my home city, not roaming, and would like to place a block on accidentally dialing an international phone number. This is something I have had previously applied to all my devices while I was on Sprint. Not sure if this got removed after the T-Mobile merger.

Customer service rep just informed me that they don't do the block anymore. But wasn't sure when this policy changed. Anyone else know something different?

Customer Care or the T-Force Team, which can be reached via Facebook or Twitter, can put that block on your line for you.  

I looked around my account settings and couldn't find a setting for this. I think you'd need to call Customer Service.
