Payoff of former carrier's bill
After I ported over from my previous carrier, isn't T-Mobile supposed to payoff the amount due from that carrier? When and how does that happen?

Once you complete the forms Tmobile will issue you a prepaid debit card in 6 to 8 weeks but you still need to pay your final bill from previous carrier.

I have recently switched to T-Mobile and have seriously realized that it all depends on who you speak to. They all get to say they'll do this or that, but they cannot do what another representative told you they would do. So, in my own words a T-Mobile rep can do what they say they will do, but if another rep is spoken to then they cannot do what the other rep told you they could do. There's no consistency.
