Theft report and care that must be taken ( especially for foreigners)

This was what happened to me yesterday (on 19/08/2024). I was very tired and sit on the street chatting with my friend. One women comes to me with deep breath, after running and she started talking with me with panted broken words

1. she said my child is going to die, please help me
2. what happened to him?
3. he eats food yesterday in Romania and may be the food poisoned 
4. I went with her to the car and visited her baby is exhausted 
5. And her husband is treating him inside the car and said to me please support us
6. I answered them how can I? Just take him to the hospital
7. the man said we don’t have money right now?
8. the wife showed me her Identity card. She is from Romania.
9. the man said please keep this iPhone and let us 500euro
10. sorry I don’t have this money
11. the wife said please save this child
12. We went to bank I withdraw 500 euro and I give to her 300 euro ( I still don’t know why I reduced 200 euro)
13. she said it’s ok will ask a doctor for the extra and start driving to hospital
14. I ask a man to let me his I phone and invoice. I catch a picture of the identity card of the women
15. finally, I don’t know how they escape from the hospital

I just wake up after an hour. I think the man have paid only the first month for his iPhone. What do you do if you were in my place? How do you expect the child with less than 3 year played such game even if his family ……Will you let the child to die? Actually, it becomes clear to me after a day. But how can good peoples support someone in strange? 
 

what can I do with the phone now? How much did he paid for the phone? For extra information of the phone just let me know? At the same time if there is possibility to arrest her and refund me the money I will be very happy. The man do not stolen his phone, instead I am stolen my money due to my heart beat to the little child. This was the fact. I am not a thief, but I myself theft. If there is possibility I want her to pay for this criminality. How money people's she was  jocking at?
