Did they forget to finish tower work?

Aug 2023 there were some guys working on the nearby T-Mobile tower.
They then left and the tower has some antennas mounted in a unusual position.
It is now Feb 2024, and the antennas as still just hanging there.
Did someone forget to finish a job? When you call Customer Support, they do not the status of the work and state that is a question for engineering. Except no one is aware how to contact engineering to obtain answers on to the status of the work. So, how do we contact someone who is aware of the situation and can provide answers?
