iP Address has me in MT not WA

I'm frustrated that my T-Mobile IP address has me in Montana and not the state I live in (Washington). I see MT ads instead of locally targeted ones. Why is T-Mobile using IP addresses in MT?  Do they have a farm there or is there a way to alter my IP to the place I live?
