The USB-C LAN port is a lie.
Looking at the hardware's documentation. I see the secondary USB-C port is actually a LAN port. Upon discovery, I immediately try to connect my laptop to the port. Telling myself, "Hey! Finally a way to free up an outlet on my power strip", but no. It is a straight up lie.
Not only does the USB-C port need a power source to even "boot"/"start" (Honestly not a problem, the USB-C port on my laptop is the charge port). Upon connection, all that the port does is power cycle my laptop.
I even tried a USB-C to USB-A to see if the LAN actually works. No, no it doesn't. It literally does nothing. If you don't provide power to that USB-C LAN port, that port will not even turn on. What is the point exactly?

Hello, everyone! I am a T-Mobile customer that just got off the phone with may and Jake from tech-support a few minutes ago. It seems that everybody's posting stuff about this USB-C port, but yet has yet to call anyone from tech-support unlike I did, and they have no knowledge of this. I explained to them everything and they are going to the higher ups to get this feature worked on if you want this port to be working for drives and others accessories I highly recommend calling tech-support as well the more people who call to request this port to be used for drives printers, and other devices it will look better and promising for the company to actually invest in creating the software for the new update to enable this port. There's no point of coming online and writing about it because changes don't change that way. Call the company by the masses will make changes. Don't be scared to call tech-support. You are the customer you have the right to demand this part to be opened up and activated for devices. I bluntly told them I demand them to make this port useful!

So Can you plug a usb c drive , iPhone or other device into it and transfer data?
I you plug a usb c-Ethernet adapter in to it does it provide a third Ethernet port.

If it is indeed a LAN port, it will need an ethernet to USB-C adapter. Such adapters do not require any power. Having said that, I don't think I've ever seen a USB-C port than only works as a LAN port, but the manual has it labeled as a "USB C LAN port" as you mention.
