Family Moving to the Netherlands for School

Hola, 

My daughter is moving to the Netherlands for two years and is trying to figure out what to do with her phone. She would like to keep her phone number that she has had her whole life. I read that T-Mobile will not allow you to travel and use foreign cell towers for over 90 days. What would be the best option for her in this case?

    Port her number to Google voice, unlock the phone and get a local plan.

    I am going to have the same problem going to India for 4 months.  So place my number in Google voice and use a local carrier in IIndia?  My phone is already unlocked.
