These are just my suggestions, don't know if they would work. 1) did you do a factory reset on the watch? Then it would act like it's new from the box. Then insert your new sim card. Download the T-life app for setup and pairing.
2) when you spoke to T-Mobile rep, they checked to make sure the watch was activated on a line of service for you, right? And removed from any other users' T-Mobile account, right? They would need the numbers from the back of the watch.
