Sorry about that! This is a tough one cause it looks like it's a Apple SW issue with the formatting. Have you had a chance to reach out to Apple support?
I went to Europe over the holidays, ran an iOS update, came back to the US. Same stupid provoke with local numbers being converted to random countries even though there are not enough digits for it to be plausible. Hope there is a fix.
