Sorry, I did go there but I cannot find the specific answer to my question, i.e. are calls to MOBILE phones covered under the free calling plan, or only calls to landline within the guest country?

Let me re-phrase: I have a US phone with a US plan. In addition, I purchased a 10-day International data plan. If I am in Panama during those 10 days, and call a mobile in the same country (Panama), is the call free or do I pay 30cts/min because I am calling a mobile number?
