That's also HTCs method. Samsung releases to carriers first and simultaneously than the carrier software engineers begin customization with the development teams from Samsung. Each carrier is soley responsible for distribution and final development for locked phones. Tmobile is behind as usual when it comes to software releases, they have been since they restructured their management and bought sprint.
