Family Mode compatibility

We went into the account to disable data from my child's line, changed it to a Kids Line, set all restrictions and finally added Family Mode. He can still access the internet and I can't seem to get family mode to work with his device.

Is family mode only compatible with certain devices? And if I had data removed from his line how is it still working?
