Inseego M2000 throughput goes from 37MB to 1MB over the day

Why does the throughput of my hotspot vary so much?  Are the cell towers overtaxed where I live?

I have to set the hotspot to 4LTE only or it constantly drops.  Is there any way to cure this problem?
