This forum is for T-Mobile USA. Based on that number, you are more than likely not in the USA. However, T-Mobile's SIM Unlock Policy makes it very clear the requirements that need to be met, including being a T-Mobile USA customers, and how to request the SIM Unlock once those requirements are verified.
