Why dont parental controls work?

I'm using the new T-life app and the parental controls do nothing. I have a schedule set for a device but the connection is never blocked. Also I tried to block access and the command failed; I got an error message like "block connection failed." I tried restarting modem and reinstalling app. I just get an error message when I try to adjust the device connections.
