Tethering in Dominican (Claro) doesn't work. I have a pass

My hotspot doesn't work with any device (phone, ipad, laptop). I have an international high speed pass. The devices can connect to the hotspot, but there is no internet. Any tips? Or is that a local network problem?
Check “ping 8.8.8.8” on both phone and tethered device.

All packets received and sent on the Tmobile phone with avg ping 120ms
Tethered devices - no connection, naturally no ping.
I don’t know. In theory, you should be able to tether with a data pass.
