Travel "in Mexico & Canada" Why?
I do not travel, and have no plans to travel -- “in Mexico & Canada.”
Why am I paying $9.74 monthly?
Can I remove this charge?

From the price breakdown you provided, the extra charge you have on your bill is for a device protection plan. This would be an extended warranty and insurance coverage for your phone. Mexico and Canada calling is free, you're being charged for a protection plan. Not sure what protection plan is with that price point.
