I spoke with Hulu and T-Mobile. Here is what's happening. First, your T-Mobile IP address changes quite frequently. Also, your are riding the cell towers just like your cell phone. For Hulu, if you try to watch via a TV, hulu recognizes that and determines your location. Since you are riding the cell phone towers and can appear to come from various places, HULU can't determine if your TV is actually st home.
