Digits

It sounds like you have everything set up correctly to get those message notifications loud and clear. There are a few things that you can toggle to try and kick the notifications to work properly.
- Unassign and reassign the line
- turn off notifications in the app and settings and then turn them back on.
- Try turning on Cellular-mode only and test. Then turn it off again.
- If all else fails, uninstall the app and reinstall it. That usually irons out all the kinks to make it work better.
I’m a HUGE TMo proponent, but I have found the Digits implementation (having coded, architected, tested, etc. a huge variety of s/w and h/w projects for over 30 years now) to be seriously lacking, at least on Android AND the PC version (this includes the web AND native implementations).
Maybe the app is significantly better on iOS, but I wonder, honestly, if you’ll just be chasing this around, somewhat indefinitely AND periodically…
Why not use a more common messaging app, the iOS one, or my fave the Google messages app? Going with the Google app allows for VERY consistent messaging and notifications on the web-app, per my earlier comment (I use this across PCs and a couple of tablets). I can't remember the last time I had a notification failure, or a message thread failure (I saw these ALL the time when I was trialing Digits, no amount of cache flushes or refreshes seemed to resolve, ever), where I was unable to sync messages older than a few days.
Another option, if Digits works fine for one line, is to keep that as-is, and use a secondary app for the other line, giving you some degree of separation as well.
