Does adding a DIGITS line for my Apple Watch qualify as adding a new line for the current iphone 14 BOGO phone deal?

There is a current deal to “Buy one iPhone 14 or 13 series device and get up to $700 off a second via 24 monthly bill credits when you activate 2+ new lines (or add a line for existing customers). I have a 3 phone family plan (all I need) and I just bought an Apple Watch Ultra with no service yet. If I add a DIGITS line to it, does that qualify me my account for this deal or do I need an actual phone line?
