Will my child or the caller know if I block a number from their phone?

I don't understand how someone could look at this and think now's a time to start an argument with a frustrated parent. I have to do everything that I possibly can. Either help, or leave this be.
I see no attitude. He is saying it wouldn't matter if you blocked it. It is obvious when a person is blocked. A block only works 1 way unless you block it using parental controls. IF that happens chances are they'll use a data specific application which would defeat the purpose unless you disable data at the account level. Even then you have to watch when he is on the computer as you can make and send messages through the internet without a phone these days as well.
