can’t confirm device is unblocked??

T-Mobile's IMEI checker said my Cat S62 device will work on T-Mobile's LTE network but then stated

No podemos confirmar que este dispositivo esté desbloqueado. Comunícate con el proveedor de servicio móvil original para obtener información sobre el estado del dispositivo.

T-Mobile IS  the original wireless carrier of the device hence the boot animation even displays the branded T-Mobile logo. How do I contact them to ask about this device if I am not a paying* customer?? What does it mean that it "can't confirm that this device is unblocked"???

*I have a SIM card that operates on the T-Mobile network provided by Excess Telecom via the Affordable Connectivity Program. T-Mobile ID isn't recognizing the 10 digit phone number therefore I have no account with them.
