Internet not working when outside in Portugal

I am able to access the Internet when using wifi at my airbnb I Portugal and I recently got the Magenta plan so I could call uber from a bus station, for example. I'm supposed to have data but when I call an uber it doesn't work and there's a question mark next to the internet bars. 611 never answers.

    Do you have data roaming turned on in your device settings?

    Did you try changing the APN to the carrier you're roaming about.
