Wireless Emergency Alert - Unable to understand the message

It was supposed to be broadcast in ambos English and Spanish according to the public notice at:

Some tests are successful, some aren't. Report your issue to the FCC under Alert Testing Feedback at:

carriers dont have much control over what is sent over those alerts..just that they must kick them through.
