Basically, they lease bulk access to network services at wholesale rates, then sets retail prices independently. T-Mobile has many MVNO's that meet a variety of customer situations as does Verizon and AT&T. They don't allow the MVNO's to advertise it's the same service for obvious reasons. There may be a lower prioritization on super busy towers but that will impact less than a single percent of customers and frankly if you are deprioritized you likely wouldn't know it.
