I need to ask a question about my bill by the chat, where can I found the chat icon?
The icon always pops up when I sign into my account and look at phones.
You can always try the contact us link and wait a few seconds.

I don't work for Tmobile and there's only a couple of mods on the board but they don't have account access. Try using messenger on one of Tmobile's social media accounts like Facebook or Twitter to see if they can help.
