can’t call toll free numbers

Im calling a 1-866 number and I'm getting the same thing. Im calling from Puerto Rico using my Tmobile. My number is from Virginia. I tried calling from a Verizon phone also from Virginia and the call went through. I have been woking with T mobile c/s  for a few days and nothing.

Not all toll-free numbers can be called from all area codes. You might want to try to find a non-toll free equivalent.
