How is it possible that Texting via all forms of data isnt working?

Thanks!  I was able to send maybe 10 texts a few mins ago but texting died again. 

Something about texts not sending even with internet working feels off (even if there are unique-to-SMS authentication parameters)  

My Tmobile phone/hotspot is my own bus.comm. redundancy and this makes me feel uncomfortable about that.
