tower maintainance?

I've been struggling for about a week with modem issues(T-M4B customer). I'm on my 3rd modem, and it's actually working properly but I'm only getting 4g, and it's SLOW. I called and they said it's due to tower maintenance. Is there a site/forum location to track that? I feel like I should be getting pro-rated since I can't effectively use the service I am paying for.
