T-Mobile One plans have free but slow data, free texts but phone calls are 25¢/min. WiFi calls between Columbia and the US are free. WiFi calls made to countries other than the USA are at your international rate for that country. You should be able to use the free data for VoIP calls (e.g. Skype, Duo, Viber) Check the lista de control del roaming internacional.
Some people might upgrade to a higher level plan or buy a Data Pass. That's up to you. I don't think I would.
