My guess is that it's the insurance claim and the imei# is not in Tmobile’s data base no matter that they said.
I suggest contacting Tmobile support using messenger on one of Tmobile’s social media platforms like Facebook or Twitter to see if they can help.
Omg! I am having this same issue right now, I can't get my replacement phone unlocked, sent in to assurant for a replacement for a phone which was paid off and it came locked and I keep getting code19 and no one can help me!! I have spent hours on the phone with TMobile and in store. I am so frustrated!.
