To be eligible to have a T-Mobile USA device SIM unlocked by T-Mobile. You must be a T-Mobile USA customer. Your device and account must meet all of the SIM Unlock Policy requirements. Your device must meet on network usage requirements. Your account must be paid up to data with no balamce owing. The device must be fully paid off.
You don't meet all of the SIM Unlock Policy requirements because you are not a T-Mobile customer, leaving no way to verify your device meets the SIM Unlock Policy requirements.

Were you ever a customer of Tmobile USA? Tmobile will only unlock phones for their customers.
