How to enable International Pass.

I purchased the 30 day International Pass.  The agent gave the following instructions…
When you arrive at your foreign destination do the following...
1. Turn off Mobile Data.
2. Turn on Data Roaming.
3. Restart your phone.

This seems overly complicated and I can't find these instructions written anywhere. Are these instructions correct?
