Same for us in Paris - no service today. We have iphones. We ended up buying a cheap Android with a European Sim card. Our iphones don't take physical Sim cards and we could not figure out how to add an eSim - so if you have an Android with a sim card slot, just pick up a new sim card at a cell phone shop - only $20 - if in Paris, we went to The Phone Shop at Gare Montparnasse. Otherwise might be worth it to you to buy a cheap android and get the sim card - we dropped about $200 for an android and sim card but at least we are up and running….
