being charged for an international which didn't get answered

If you are in the US and call an international number (not Mexico or Canada), the time that it is ringing and if the call goes to voicemail could be charged as an international call. If you leave a voicemail, you are definitely charged because you are connected and talking, so you should probably keep that message short and sweet.

Thanks syaoran, it was the other way around, calling from the US to an International # w/o answer. Is it the same?
That might depend on the destination number. If it's a mobile number being called, potentially.
