The main deciding factor is the band support for of the device compared to what bands the roaming partner has deployed. Different carriers use different bands and devices don't always support them all or anything close. Especially Asian and Chinese specific devices. Compability for T-Mobile sold devices in Europe is pretty good. Especially on flagship devices. The most compatible devices globally currently available from T-Mobile are the iPhone 14's and Samsung s23's
