How to put others up for authorization on account
how I set up authorizations for others on my account?
Hey there! In order to add an authorized user to the account, you will need to reach out to T-Mobile through 611, head to the store, use the Message Us link on this page, or T-Force via Facebook o Twitter.
You will need to verify your status as the Primary Account Holder and authenticate with a one time PIN sent to the line of service designated as the primary if you opt for any of the contact methods except visiting the store. If you go to the store, you will only have to show a photo ID.

I can't do that because I am in France and 611 does not work. Trying to add my Wife or son to the account so as an authorized user so they can get a new phone added because my son lost (under 30' of water) the phone linked t0 770-***-****. How do I do that from France?

you can try contacting TMO through Facebook or Twitter as well.
and edit out your sons number there..fully public site and everyone and their mom can now see his number.
