Being charged fees and taxes on old addresses

Yet there are separate line items for them on my bill. They talk in circles. I'm so pissed about this. I'm considering going to the Attorney General for my state.
I just found this out on my bill as well. Going back to 2008 when I moved from CO to PA. I am contemplating civil action. The customer service on this issue has given me nothing but talking in circles. It should not be on the customer to know you need to submit more than one change of address - that is their job and their "Tax Department's" job.
