You are charged taxes on each rate plan and feature then each line has a regulatory program fee which is a separate charge. All carriers charge taxes and fees. Even on plans where the fees are included, you are still paying them. Refer to the link below regarding the regulatory program fee. There is also a link going over the taxes & fees as well.
