Simply Prepaid Receiving Texts and Calls Over Wifi While Abroad
I am on Simply Prepaid. I am traveling to Vietnam,
Will I be able to receive SMS and calls over Wifi in Vietnam?

Yes you can receive both; im in Africa and it works here….
Over WiFi in general but it's always possible that the WiFi in question is port-blocked or firewalled in such a way as to prevent it. I've found WiFi Calling to be more particular about ports and such than most other VoIP apps. Suggest you get set up with some alternatives like, Google Voice, Viber and Signal. Just in case,
