can’t confirm device is unblocked??
T-Mobile's IMEI checker said my Cat S62 device will work on T-Mobile's LTE network but then stated

T-Mobile IS the original wireless carrier of the device hence the boot animation even displays the branded T-Mobile logo. How do I contact them to ask about this device if I am not a paying* customer?? What does it mean that it "can't confirm that this device is unblocked"???
*I have a SIM card that operates on the T-Mobile network provided by Excess Telecom via the Affordable Connectivity Program. T-Mobile ID isn't recognizing the 10 digit phone number therefore I have no account with them.

As I stated in your previous thread try contacting them using messenger on Tmobile’s Facebook or Twitter account.
Also your friend will need to request the unlock code if they meet the requirements.
