Built in VPN is not working on iPhone 13 Pro Max

The built-in VPN has randomly started tweaking on my iPhone 13 pro max. It switches from on to off repeatedly and it is affecting the Wi-Fi connection and connection via data. I can't use certain apps without a connection and shows I'm offline even though I'm supposedly connected to internet. What is going on?
