Iphone 13 wont text android users

My iPhone won't send SMS messages to Android users. I can send MMS and message while in a group chat, but not SMS one on one. It started about year ago. I've talked to Apple and T-Mobile and we reset network and phone settings on tmobiles end, toggled all the blocking tabs in the app, changed SIM card, upgraded phone, but no luck
