I’m going a Carnival Cruise 11 days from now and want to know will I be able to receive and send calls and text messages without incurring additional fees?
On the cruise itself … no.

You’d typically be better off to disable and go with cruise ship WiFi which should allow for text/calling over WiFi. Cellular roaming is typically expensive.
