Cannot send MMS outside of T-Mobile network

Hi I'm having similar issues. It seems like this particular operating system has a conflict between RCS and MMS SMS. My older phone does not have this issue but this newer phone does. I got it to replace another phone I was having problems with like this and I thought it was the phone but I think it's maybe the operating system
