T Mobile home internet

I was informed by a T Mobile representative at a trade show that there is T Mobile internet service in the Arizona White Mountain region.  The website coverage map shows 4G service, but seems to indicate that is a partner connection.  I obtained the T-Mobile modem and went through the setup process, but was not able to achieve a signal connection.  Through further discussion with T Mobile Tech Support they confirmed that the White Mountain regions does not have T Mobile internet availability.  Is there anyone who has encountered this same situation with T Mobile?  The same goes with T Mobile cell phone, as the only way to get a connection is to turn on roaming.
