Error Code MO403AL65

stricted call, how can I make a call to Mexico without getting recorded message?

    There are so many factors that can cause a phone call to give a recorded message. I've never heard of an Error Code MO403AL65. Usually, if you get an error calling out from the T-Mobile side are "call cannot be completed as dialed" or "call not allowed". 

    Were you able to get the call to go through or do you still need help?

    Did you try dialing with + or 011? Are you currently in the US trying to call Mexico or are you traveling somewhere else?
