This is a public forum.  Please remove the phone number, if you can still edit your post.  

What makes you think you are blocked fr calling that number?  If the person at that number has blocked your number.  They need to unblock your number.

nobody has blocked me, i can’t make a call and my operator told me t-mobile blocked me.

It seems incredibly unlikely that T-Mobile has blocked you from calling one specific number.  If it would a routing issue  it would affect all numbers in that exchange.  I am more inclined to think the issue is with the number you are calling.  Have you tried calling the number from a different number to see if that works?  Can they call you from that number?  What does the message say when you try to call them?

That sounds like the number on the carrier you are calling is blocking the number.  It might be related to the scam shield if they are on T-Mobile.  Have the disable it and see if you can get through.  The same applies to Google's and Apple's implantations as well.  With number spoofing being such aassive issue, numbers are being flagged for spam when scammers use them through spoofing.
