Short codes for international roaming -- is this normal?

Thank you. Do you know if that will block ALL international roaming, or just what it not included with the plan? I don't want to disable it entirely; I want to be able to use the data included with my plan. I just don't want those accidental and legendary $15/MB data charges. If using the account profile on the web site is enough, then that's fine. I just figured I'd look into an extra layer of protection from those huge charges, and was curious why these codes were not working.
I plan to call 611 and inquire about this; I just want to be as informed and educated as I can be before, and know the right questions to ask.
