Prepaid phone gets dropped calls to Spectrum landline

I have T mobile prepaid.

When I call my spectrum landline. The phone rings twice and then no dial tone.

Spectrum thinks prepaid number is coded as spam.

Spectrum tech came out and replaced all cables and modem.

I called a neighbor’s Spectrum landline and same thing happened. 2 rings and then no tone.

I can call other cell & landlines phones  with my prepaid phone with no issues. My tracfone can call Spectrum landline with no problem.

T mobile chat said to  go to a T mobile store.

I use to have the $3 plan, but I switched to the $10 plan when this problem happened.

Any solutions?
